Chief Investment Officer

We are pleased to assist our client, Los Angeles Fire and Police Pensions (LAFPP) in seeking their next Chief Investment Officer. LAFPP was established by the City of Los Angeles in 1899 and operates under the provisions of the City Charter and Administrative Code. LAFPP is a single employer defined benefit plan whose function is to provide retirement benefits to the public safety members (Fire, Police, and certain Port Police and Airport Police) employed by the City. The Fund serves over 26,800 active and retired members and their beneficiaries. With approximately $28.129 billion in assets under management, the pension fund is 95% funded.

The Chief Investment Officer (CIO) serves as the senior investment professional at LAFPP, providing leadership, vision and oversight for the management and strategic growth of the Fund’s assets. The CIO provides the investment expertise and counsel to achieve the plan’s long-term investment objectives of superior, but prudent risk-adjusted returns. The CIO reports to the General Manager and partners closely with the Board of Commissioners. The CIO will be accountable for the investment process and rigorous reviews of existing and prospective investment strategies and provide recommendations for new or existing strategies to the General Manager and the Board of Commissioners. The Board will look to the CIO and the general investment consultant for guidance as experts in their fields. The CIO will oversee an investment management expense budget of approximately $152 million.

Our client, the Auraria Higher Education Center (AHEC or “the Auraria Campus”) is seeking a Director of Human ResourcesAHEC is a dynamic and vibrant higher education community located in the heart of downtown Denver. Director of Risk

Our client, the Office of the State Comptroller (OSC) which manages approximately $280B in AUM for the NY Common Retirement Fund is seeking a Director of Risk. OSC is charged with ensuring that State and local governments use taxpayer money effectively and efficiently.

Based in the Albany or New York City office, the Director of Risk reports to the Executive Deputy Comptroller for NYSLRS with administrative reporting to the CIO.

Essential Duties and Responsibilities include:

  • Update the total Fund perspective across the material legal, operational, governance, reputational, and investment risks and ensure a shared understanding and prioritization.
  • Design and maintain a daily risk dashboard to catalogue key risks for the Fund and asset classes (e.g. exposure by sector, scenario analysis, liquidity concerns, counterparty failure).
  • Lead the implementation of a systematic risk taxonomy, risk appetite statement, and policies / tools to ensure a successful risk management system.
  • Work closely with the Chief Compliance Officer and other functional leaders to oversee risk monitoring and ensure risk policies are enforced.
  • Develop deep peer-to-peer relationships with senior investment professionals, risk consultants, external investment managers, and industry organizations.

Executive Director

We are pleased to assist our client, the Chicago Transit Authority Retirement Plan and Retiree Health Care Trust (RP/RHCT or “the Plans”) in seeking their next Executive Director. The Retirement Plan (RP) is a single employer, contributory defined benefit public pension plan covering all full-time CTA permanent employees. RP provides retirement, survivor, and disability benefits to approximately 18,000 active and retired members. Current assets under management are approximately $2.1 billion.

The Retiree Health Care Trust (RHCT) provides and administers health care benefits for CTA retirees and their dependents and survivors. The RHCT provides coverage to approximately 8,000 eligible retirees of the Chicago Transit Authority. The current assets held in trust for the RHCT are approximately $1.1 billion.

The Executive Director (ED) has overall executive responsibility for the operational, technical, and organizational administration of the RP/RHCT in accordance with the respective Trust Agreements and Plan Documents adopted by the Trustees. This responsibility includes developing, implementing, and monitoring policies, programs, standards, and procedures to ensure compliance with all relevant local, state, and federal statutes, regulations, and requirements.
